I have a 2004 Subaru Outback that is starting to struggle a bit. My dad says take it to the dealership for a tune up. Is this a different service than my 3,000 mile oil changes?Is a tune-up the same thing as a full service oil change?
big time. tuneup usually involves plugs, wires, fuel filter, and sometimes some other parts. all an oil change is is changeing the oil and oil filter.Is a tune-up the same thing as a full service oil change?

they dont pull out the plugs

take it to a garage you know and trust cause dealer ships are more expensive, and yes tune ups are different from regular oil changes.
yes very different an oil change they change the oil and air filter with a tune up they check every thing on a computer and will fix it and balance the car
